Notice is hereby given that Uinta County Commissioners will be awarding a $500.00 per Semester Scholarship to 3 candidates on May 17, 2022. Applications are due May 11, 2022. The Commissioners will also award a renewal scholarship to one candidate for $500.00 per semester on July 5, 2022. Renewal Applications are due on June 29, 2022. TOWN OF MOUNTAIN VIEW
March 1, 2022 7:00 P.M.
The March 1, 2022 Mountain View Town Council meeting was called to order at 7pm by Mayor, Bryan Ayres. Those present were, council members, Jenny Harvey, Tori Carter, Gina Tims and Jamy Ferrin, Clerk Treasurer, Penny Robbins and Deputy Clerk, Amanda Fraughton, Jake Porter with Public Works and Sergeant Allen Van Wagoner.
Motion by Gina Tims, second by Jenny Harvey to approve the agenda; motion carried.
Motion by Jamy Ferrin, second by Tori Carter to approve the February 15, 2022 meeting minutes; motion carried.
Motion by Jamy Ferrin, second by Tori Carter to approve to approve ORDINANCE 2022-1 1 AN ORDINANCE ANNEXING CERTAIN LANDS SITUATE IN THE SW ¼ NE ¼ of SECTION 23, TOWNSHIP 15 NORTH, RANGE 115 WEST, 6TH P.M., PURSUANT TO A PETITION FILED WITH THE TOWN OF MOUNTAIN VIEW BY LEONARD C. HYSELL AND RENEE C. HYSELL, ON FIRST READING; motion carried.

TOWN OF MOUNTAIN VIEW, WYOMING
ORDINANCE 2022-1
AN ORDINANCE ANNEXING CERTAIN LANDS SITUATE IN THE SW ¼ NE ¼ of SECTION 23, TOWNSHIP 15 NORTH, RANGE 115 WEST, 6TH P.M., PURSUANT TO A PETITION FILED WITH THE TOWN OF MOUNTAIN VIEW BY LEONARD C. HYSELL AND RENEE C. HYSELL
WHEREAS, Leonard C. Hysell and Renee C. Hysell are the owners of the tract of property hereinafter described, and has petitioned the Town of Mountain View to annex said property into the Town;
WHEREAS, the petition for annexation was received by the Town of Mountain View and certified on December 14, 2021;
WHEREAS, notice of a public hearing to consider the proposed annexation was published in the Bridger Valley Pioneer on February 4, 2022 and February 11, 2022;
WHEREAS, pursuant to Wyo. Stat. §15-1-405, a public hearing was held on February 15, 2022 to determine whether the proposed annexation complied with the requirements set forth in Wyo. Stat. §15-1-402;
WHEREAS, the owner of the entire area to be annexed has petitioned the Town for the annexation;
WHEREAS, pursuant to Wyo. Stat. §15-1-402(c), a proposed annexation report has been prepared and is available for review by those so interested;
WHEREAS, the Town Council does find that: (1) the annexation is for the protection of health, safety and welfare of the persons residing either in the area or the Town of Mountain View; (2) the urban development of the area sought to be annexed would constitute a natural geographical, economical and social part of the Town of Mountain View; (3) that the area sought to be annexed is a logical and feasible addition to the Town of Mountain View, and the extension of basic services such as water and sewer systems, police and fire protection and other services customarily available to the residents of the Town of Mountain View can reasonably be furnished to the area proposed to be annexed; and (4) that the area to be annexed is contiguous to the Town of Mountain View;
WHEREAS, a map of the area sought to be annexed has been submitted to the Town Council, and is hereby approved by the Town Council; and
WHEREAS, the requirements and procedures of annexation have otherwise been met.
NOW THEREFORE BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF MOUNTAIN VIEW, WYOMING, THAT:
Section One. That the territory described below is hereby annexed and taken into the Town of Mountain View, Uinta County, Wyoming:
HYSELL ANNEXATION
A parcel of land being part of Block 9, Groshon Addition, Uinta County, Wyoming, said parcel located in the SW ¼ NE ¼ of Section 23, Township 15 North, Range 115 West, 6th P.M., Uinta County, Wyoming, being more particularly described as follows:
COMMENCING at the Southwest corner of said Block 9 and running thence N 0°13’36” E, 308.74 feet along the West boundary thereof to the point of the beginning;
thence continuing N 0°13’36” E, 136.80 feet along said West boundary to a point on the corporate boundary of the Town of Mountain View;
thence S 89”36’36” E, 48.00 feet along said corporate boundary;
thence leaving said corporate boundary S 10”22’52” E, 42.92 Feet;
thence S 7”32’17” W, 42.92 feet;
thence S 33”34’01” W, 33.79 feet;
thence S 53”36’58” W, 39.70 feet to the point of beginning.
Said parcel containing 0.138 acres, more or less.
Section Two. The Town shall extend and provide all basic services customarily available to residents of the Town that can be reasonably furnished to the area proposed to be annexed, provided that all persons obtaining water, sewer and street services from the Town of Mountain View shall have the responsibility and shall solely bear the costs of extending the existing service mains and streets in accordance with the then existing subdivision ordinance of the Town of Mountain View, Wyoming. All water users who reside or conduct business in the annexed territory shall pay all regular connection and service fees for water and sewer services in the area.
Section Three. All water rights presently attached to the annexed area shall be transferred to the Town of Mountain View, Wyoming.
Section Four. If, in the future any part or parcel of the herein annexed property is formally subdivided by Ordinance said subdivision shall be subject to the then existing subdivision ordinances and other ordinances of the Town of Mountain View.
Section Five. That the Town Engineer is hereby directed to change the Town map of the Town of Mountain View, Wyoming to reflect this annexation.
Section Six. That the annexed property shall be zoned as a Rural Residential Zone as set forth in the Mountain View Zoning ordinance.
Section Seven. That the effective date of the annexation shall be upon passage of this Ordinance.
Section Eight. It is the intent of the Town of Mountain View to enact this Ordinance in conformity with the Wyoming State Statutes with respect to all laws of annexation to the extent that if any part of this Ordinance may be adjudicated to be in conflict with state law, then only such part of this ordinance inconsistent with Wyoming State Statutes shall be invalidated and the balance of this Ordinance shall remain in full force and affect.
