The final county commission meeting of 2024 was held on Tuesday, December 17.
County Clerk Amanda Hutchinson tentatively discussed a current lessee’s intent to vacate a hangar at the Fort Bridger Airport. The request has not been formally requested in writing and Hutchinson said that another party would like pending approval to occupy the hangar in January 2025 with the condition that the party’s airplane is purchased and delivered as planned. The commissioners agreed to sign the conditional arrangement pending the outgoing tenant’s written notification and the incoming tenant’s receipt of the airplane.
Other end-of-year housekeeping county business items presented by Hutchinson included the signing of a E-911resolution for a 75-cent surcharge per telecommunication line per month; required annual re-approval of direct deposit for employees; and the county personal vehicle use mileage reimbursement based on pending 2025 IRS figures, likely 67 cents per mile. The commissioners signed off on all of Hutchinson’s inquiries.
Emergency Manager Josh Rasnake requested acceptance of and match approval for Department of Homeland Security (DHS) Emergency Management Performance Grant (EMPG) funding of $28,958 with an identical figures to be matched by the county. “Loretta (Howieson Kallas, the Uinta County Attorney) hasn’t signed it yet but said she was fine with it,” Rasnake told the commissioners. The funding will be utilized through September 2025. The commissioners approved the agreement.
Hutchinson again took to the podium to present on behalf of Saralee Gross from the road and bridge department to seek Wyoming Department of Transportation (WYDOT) Congestion Mitigation and Air Quality (CMAQ) grant funding approval of $250,488 for dust suppression requiring a 20% match of $62,622 for a total of $313,110. The commissioners approved the grant acceptance and funding match.
Taylor Kofoed of JUB Engineering requested the approval of a time-sensitive, WYDOT aeronautics division contract for crack sealant on the taxiway at the Fort Bridger Airport for a cost of $17,991. WYDOT would be responsible for 80% of that cost, while the county would be on the hook for the remaining 20%. The commissioners agreed to sign the contract, due January 8, 2025.
In other airport business, Kofoed was also seeking the wrapping up of year-end fiscal reports and request of reimbursement for two open grants for the recent taxiway and apron projects. Kofoed explained that the only reason the grants have not been concluded is because the site is requires a Federal Aviation Administration (FAA) flight check which cannot be conducted until the Precision Approach Path Indicator (PAPI) runway lights are repaired. The commissioners approved Kofoed’s requests.
Finally, Planning and Zoning Coordinator Gary Welling was seeking the commissioners’ signatures on applications for $300 Thermwise rebates from Enbridge Gas for approximately six county furnaces for a total rebate value of $1,800. The commissions happily acquiesced Welling’s request.
