REGULAR MEETING MINUTES

Mayor, Bryan Ayres led the Pledge of Allegiance.

The January 23, 2024 Mountain View Town Council meeting was called to order at 7:00 pm by Mayor Bryan Ayres. Those present were, council members, Jamy Ferrin, Tori Carter, Jenny Harvey and Kelly Bonner, Clerk Treasurer, Penny Robbins, Police Officer Mark Erramouspe, and Attorney, Brandon Taylor.

Motion by Tori Carter, second by Jamy Ferrin to approve the agenda, Mayor Bryan Ayres requested to amend the agenda adding Bettie Tripp with Cowboy Bar requesting Open Container for the Tri-City Pool tournament on February 3-4, 2024 and extended hours on February 4, 2024 in other business. Motion by Tori Carter, second by Jamy Ferrin to approve the agenda as amended, motion carried

Motion by Jenny Harvey, second by Kelly Bonner to approve the January 10, 2023 meeting minutes; motion carried.

Motion by Jamy Ferrin, second by Kelly Bonner to recess into public hearing at 7:02 pm to hear public comment on RESOLUTION 2024-01 A RESOLUTION OF THE TOWN OF MOUNTAIN VIEW, WYOMING AUTHORIZING THE COMPLETION AND SUBMISSION OF A GRANT APPLICATION FOR A TOWN OF MOUNTAIN VIEW ECONOMIC DEVELOPMENT GRANT THROUGH THE WYOMING BUSINESS COUNCIL, motion carried.

Being no public comment, motion by Tori Carter, second by Jamy Ferrin to reconvene regular meeting at 7:03 pm, motion carried.

Motion by Kelly Bonner, second by Jamy Ferrin to approve RESOLUTION 2024-01 A RESOLUTION OF THE TOWN OF MOUNTAIN VIEW, WYOMING AUTHORIZING THE COMPLETION AND SUBMISSION OF A GRANT APPLICATION FOR A TOWN OF MOUNTAIN VIEW ECONOMIC DEVELOPMENT GRANT THROUGH THE WYOMING BUSINESS COUNCIL AND AUTHORIZING THE TOWN CLERK TO ADMINISTER THE SAME, motion carried.

In other Business: Motion by Jamy Ferrin, second by Kelly Bonner to approve open container permit for Tri City Pool tournament at Cowboy Bar on February 3-4, 2024 and extended hours on February 4, 2024, motion carried.

There being no other business, motion by Jamy Ferrin, second by Tori Carter to adjourn into executive session at 7:20 pm, Councilwoman Kelly Bonner excused herself from executive session, motion carried.

Motion by Jamy Ferrin, second by Tori Carter to reconvene regular meeting at 7:36 pm, Councilwoman Kelly Bonner did not reconvene, motion carried.

Motion by Jamy Ferrin, second by Tori Carter to adjourn the regular meeting at 7:37 pm, motion carried.

ADVERTISEMENT FOR BIDS

Uinta County School District #4 will accept sealed proposals for the Culinary Water Boiler Replacement Project for K-8, subject to the conditions contained in the General Conditions, Special Provisions and Specifications until February 27, 2024; at 10 a.m., at Uinta County School District No.4 Central Office, 129 West Second Street, Mountain View, Wyoming 82939. Bids will then be publicly opened and read aloud. Proposals will be received for the work as set forth in the bid package, the project generally being described as follows:

This project will consist of removing and replacing the existing boiler system in the K-8 building. 

Copies of the plans, specifications and contract documents may be obtained by contacting the office of Uinta Engineering and Surveying, Inc.

The project shall be complete no later than July 15, 2024, as specified in the bid package.

PUBLIC NOTICE

Notice is hereby given that Mity Properties LLC has applied for a Land Use District Change (Zone Change) and Subdivision Permit for a re-subdivision of part of Lots 1 & 7 Block 7 and part of lots 1 through 7 Block 8 and Vacated Streets and Alley’s Carter’s Addition to Fort Bridger located in the SE ¼ SW ¼ Section 33, T16N R115W, 6th P.M., Uinta County Wyoming.  The application would allow a change from the Commercial (C) Land Use District to the Residential (R) Land Use District (Plat A) for the development of two, one lot subdivisions entitled the Rendezvous Subdivision Plat A and Rendezvous Subdivision Plat B respectively.   

A public hearing on this matter will be held before the Board of Uinta County Commissioners on Tuesday, February 20, 2024, at 2:00 p.m. in the Commission Chambers of the Uinta County Complex, Evanston, Wyoming.

PUBLIC NOTICE

Notice is hereby given that Spackman Ranch LLC has applied for a Conditional Use Permit to allow a gravel mining operation in an Agricultural/Resource/Development (ARD) Land Use District within one-half mile of a Residential (R) Land Use District.  The subject property is owned by the applicant and located in Section 9, T14, R115W of the 6th PM, Uinta County, Wyoming.

A public hearing on this application will be held before the Board of Uinta County Commissioners on Tuesday, February 20, 2024 at approximately 2:00 p.m. in the Commission Chambers of the Uinta County Complex, Evanston, Wyoming.

Uinta County School District #4 will accept sealed proposals for K-8 Playground Replacement, subject to the conditions contained in the General Provisions, Special Provisions and Specifications until February 27, 2024, at 11:30 A.M., at Uinta County School District No.4 Central Office, 129 West Second Street, Mountain View, Wyoming 82939. Bids will then be publicly opened and read aloud. Proposals shall include furnishing all labor, materials, and equipment necessary for performing the work. Proposals will be received for the work as set forth in the bid package.

This project shall consist of removing and replacing the playground area from the K-8 school for the Uinta County School District Number 4. Work shall consist of removing the existing asphalt, playground features, and basketball hoops. Preparation of the subbase and base, pouring new concrete slab along the school building, paving the playground area, replacing the basketball hoops, replacing the tetherball posts, and striping the basketball court, four squares, hopscotch, and tetherball area.

Then bids will be publicly opened and read aloud. Proposals shall include furnishing all labor, materials, and equipment necessary for performing the work. Proposals will be received for the work as set forth in the bid package.

This project shall consist of crack sealing and slurry seal of the parking lots for the Uinta County School District Number 4 High School and K-8 Schools.  Work shall consist of preparation of the parking lots, removal of existing crack sealing, placement of new crack sealing material, placing slurry seal on finish parking lot, and striping the finish parking lots.
