PUBLIC NOTICE
The Ready Rocks, Inc. of Mountain View, WY has applied for a small mining permit amendment from the Land Quality Division of the Department of Environmental Quality for the State of Wyoming. The mining permit amendment area for the mining of sand and gravel will be located in: SW ¼ of Section 7 and the NW ¼ of Section 18, T15N, R114W, Uinta County, Wyoming. The area is approximately 2 miles northeast of Mountain View, Wyoming east of Uinta County Road 241 (Walker Lane). A portion of the permit area has been permitted as a limited mining operation The proposed operation is scheduled to begin September 2022 and is estimated to continue until 2035.
Information regarding this application may be reviewed in the Office of the Land Quality Division of the Department of Environmental Quality in Cheyenne and Lander or the Uinta County Clerk’s Office, Evanston, Wyoming. Written objections to the proposed mining operation must be received by the Administrator of the Land Quality Division, Department of Environmental Quality, 200 W. 17th Street, Suite 10, Cheyenne, WY 82002 before the close of business September 12th. Objections may also be submitted by the same deadline via the Land Quality Division’s electronic comment portal at http://lq.wyomingdeq.commentinput.com/. The Director shall issue a final written decision on the application within thirty days after the deadline to file objections. The applicant or objector may appeal the Director’s written decision to the Environmental Quality Council (EQC). If a hearing is held, the EQC shall issue findings of fact and a decision within sixty days after the final hearing. The hearing shall be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. §16-3-101 through §16-3-115), and the right of judicial review shall be afforded as provided in that Act. All parties as given in W.S. §35-11-406(j) will be mailed a copy of this notice. The Wyoming Oil and Gas Conservation Commission will be mailed a copy of the application mine plan map as required in W.S. §35-11-406(j).

The Project consists of the following work: Install 200’ of 6” pipe with associated fittings and valves. It also includes tying onto two other water lines with some asphalt patch.

Each BIDDER will be required to submit, with his proposal, a certified check, or Bid Bond made payable without condition to the Bridger Valley Joint Powers Board in the amount of not less than five percent (5%) of the BIDDER’s maximum Bid Price as guarantee that such BIDDER will enter into a contract within fifteen (15) days after the date of the OWNER’s Notice of Award.
Preference will be given to resident Wyoming Contractors in the amount of five percent (5%) of the low bid in accordance with Wyoming Statute 16-6-101, et. seq.

A PART OF THE SOUTHWEST QUARTER OF SECTION 13, TOWNSHIP 13 NORTH RANGE 115 WEST, 6T H PRINCIPAL MERIDIAN, TOWN OF MOUNTAIN VIEW, UINTAH COUNTY, WYOMING:

A location map showing the area to be annexed is set forth below. An Annexation Report has been prepared and is available for review at the Town Clerk’s office which, in summary, indicates there are no infrastructure improvements needed within the existing boundaries of the Town to accommodate the proposed annexation. Upon written request, the Town Clerk will provide a legal description of the area to be annexed and the names of the person owning property within the area.
On the 16th day of August, 2022, at 7:00 p.m .. , a public hearing will be held in the Council Chambers of the Town Hall, 405 WY Highway 414, Mountain View, Wyoming, to receive comments from members of the public, to determine if the proposed annexation meets the conditions of W.S. 15-1-402 and if the required procedures have been met.

ANNEXATION REPORT SUMMARY
AYRES 2022 ANNEXATION TO THE TOWN OF MOUNTAIN VIEW
This is a summary of the Annexation Report prepared in accordance with Wyoming Statutes 15-1-402(c) and 15-1-405(b). It is intended to provide required information to the owner of the property proposed for annexation and to the general public.
The proposed annexation
BEGINNING on the East right of way line of Wyoming SR-414 located 3,248.50 feet south along the section line; and 60.00 feet east from the Northwest corner of said section 13;
and running thence North 359.80 feet along said east right of way line to Southwest corner of T & N Mountain View addition (entry no. 158221) as it exists on the ground; thence North 80° 46’06” east 243.91 feet along the South line of said T & N Mountain View addition; thence South 356.69 feet; thence South 80° 02’50” West 244.43 feet to the East right of way line of said SR-414 and point of beginning. Said parcel containing 1.98 acres, more or less.
It is anticipated that there will be no initial cost to the Town for infrastructure improvements since the proposed annexation does not require the extension of utilities and involves land that is unimproved and served by State Highway 414.
Basic and other services customarily available to the residents of the city include:

Public Utility (Water and Sewer) Services
Parks Department Services
Administrative Services Department Services
The Town of Mountain View currently receives no property tax revenue from the property within the proposed addition. The total estimated yearly property tax revenue the Town will receive if the AYRES 2022 ANNEXATION is annexed is $28.00. Serving the proposed annexation may impact Police, Fire suppression and Administrative Services, yet in all probably will not likely require expansion or cost increases to basic services.
The annexation of the AYRES 2022 ANNEXATION is a logical and feasible addition to the Town of Mountain View; is contiguous with the town; and will constitute a natural, geographical, economic and social part of the city. Therefore, the town should annex the AYRES 2022 ANNEXATION as requested.
