Minutes of Business Meeting

held November 2, 2023

Held at Lyman Town Hall, Council Chambers

The meeting was called to order by Mayor Hooton, present was Councilmember’s Gregg Moretti, Eric Quinney, and Bronson Berg.

Councilman Moretti made a motion to approve the agenda as amended, second by Councilman Berg, motion carried unanimously.

Councilman Quinney made a motion to approve the minutes of the October 19, 2023, Business Meeting and Work Session, second by Councilman Moretti, motion carried unanimously.

Ordinance No. 2023-04 AN ORDINANCE AMENDING THE REQUIREMENTS OF CITIZENS TO REMOVE SNOW AND ICE ACCUMULATIONS Councilman Berg made a motion to approve Ordinance No. 2023 on the third and final reading, second by Councilman Moretti, motion carried unanimously.

Councilman Moretti made a motion to accept the final approval of the Lyman Streets 2023 Project, second by Councilman Berg, motion carried unanimously.

Councilman Berg made a motion to approve the following bills: Bradshaw Home and Glass – tires and windshield $865.00, Brennitag Pacific – chemicals $318.56, Chelsie Fredrickson – contract labor $300.00, Chemtech-Ford – samples $325.00, Dave Norris Construction – Lyman Streets $185,309.85, E. Dean Stout – attorney contract $1,200.00, Empower Trust – 457 $2,100.00, Wyoming Worker’s Compensation – worker’s comp. $880.78, Hartford – insurance $247.85, Mountainland Supply – supplies $5,056.26, Peterson Legal Services – attorney contract $3,000.00, Dominion Energy – utilities $1,490.54, Real Kleen – janitorial supplies $123.40, Safety Supply & Signs – stop signs $472.56, Semi Services – work on plow $1,826.41, Summit West C.P.A. – self audit $7,250.00,  Uinta County Clerk – 1st and 2nd quarter dispatch fees $12,838.76, Uinta County School District #6 – school rental $388.75, Union Telephone Company – phone service $1,260.02, Wells Fargo Leasing – copier lease $181.93, Wyoming Retirement System – retirement $9,263.26, Jane & Main – water deposit refund $83.22, Radley Scott LLC – rental $2725.00, Office of State Land and Investments – accrued interest on Main Street Water Line loan $1,816.12, Postmaster – postage for utility bills $300.98,  second by Councilman Quinney, motion carried unanimously.

Councilman Moretti made a motion to adjourn into and Executive Session for personnel, second by Councilman Quinney, motion carried unanimously.

The Wyoming Water Development Commission will hold a public hearing to receive comments on the above listed project. The Commission will also be seeking information as to whether the proposed project functions and services can be served by any person, association or corporation engaged in private enterprise.

Representatives of the Water Development Commission, the project engineering team, and the project sponsor may be present to explain the proposed project and to record comments.

PUBLIC NOTICE

Notice is hereby given that Terry and Linda Byers have applied for a Variance from the Uinta County Land Use Resolution (Reso 16-13) specifically Chapter 5, Section 3.  The application is in relation to Setback requirements from property lines for building construction purposes.  Approval would allow relief from the 20-foot front yard and 10-foot rear yard setback requirements more particularly.
