TOWN COUNCIL REGULAR MEETING

Mayor, Bryan Ayres led the Pledge of Allegiance.

The July 18, 2023 Mountain View Town Council meeting was called to order at 7 pm by Mayor, Bryan Ayres. Those present were, council members, Tori Carter, Jamy Ferrin, Jenny Harvey, and Kelly Bonner, Deputy Clerk Amanda Fraughton, Jake Porter with Public Works, Town Attorney, Mark W Harris and Chief of Police, Allister Bunch.

Motion by Tori Carter, second by Jamy Ferrin to approve the July 5, 2023 meeting minutes; motion carried.

Motion at 7:04 pm by Jamy Ferrin, second by Tori Carter, to recess into public hearing to hear public comments on ORDINANCE 2023-03 AN ORDINANCE CREATING SECTION 12.44.010 OF THE MOUNTAIN VIEW MUNICIPAL CODE ADOPTING REQUIREMENTS FOR POSTING OF A BOND FOR ANY EXCAVATION OR DIGGING ANY HOLE, DRAIN, OR DITCH IN ANY STREET, SIDEWALK OR THOROUGHFARE IN THE CORPORATE LIMITS; motion carried.

Sierra Nieslanik expresses her concerns of the former VFW building turned Food Bank regarding safety and traffic etc. She will be on next workshop agenda for August 1, 2023.

PUBLIC NOTICE

Notice is hereby given that Casey John and Katlyn Major have applied for a Land Use District Change (Zone Change) and Subdivision Permit for a parcel located in the NW ¼ NW ¼ Section 29, T16N R114W, 6th P.M., Uinta County Wyoming.  The application would allow a change from the Agricultural/ Resource/ Development (ARD) Land Use District to the Commercial (C) Land Use District for the development of a one lot Commercial subdivision entitled the C & K Subdivision.

A public hearing on this matter will be held before the Board of Uinta County Commissioners on Tuesday, August 15, 2023, at 2:00 p.m. in the Commission Chambers of the Uinta County Complex, Evanston, Wyoming.

Minutes of the Business Meeting held July 20, 2023

The meeting was called to order by Mayor Pro-Tem Quinney, present was Councilmember’s Gregg Moretti, Bronson Berg and Jimmy Bramlett.  Mayor Hooton was present via Zoom.

Councilman Moretti made a motion to approve the agenda as amended, second by Councilman Bramlett, motion carried unanimously.

Mayor Pro-Tem Quinney asked for an approval to appointment the following Department Heads for 2-year terms:

ORDINANCE 2023-03

AN ORDINANCE CREATING SECTION 12.44.010 OF THE MOUNTAIN VIEW MUNICIPAL CODE ADOPTING REQUIREMENTS FOR POSTING OF A BOND FOR ANY EXCAVATION OR DIGGING ANY HOLE, DRAIN OR DITCH IN ANY STREET, SIDEWALK OR THOROUGHFARE IN THE CORPORATE LIMITS

WHEREAS, The Town has miles of improved streets and sidewalks; and

WHEREAS, Town residents, contractors and property owners or occupiers often engage in placing improvements or construction in or through Town streets, sidewalks or thoroughfares, which require excavation of a street, sidewalk or thoroughfare; and

WHEREAS, the Town council finds that a permitting system for permitting such excavations and requiring a bond for such work is necessary to protect the streets, sidewalks or thoroughfares.

NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE TOWN OF MOUNTAIN VIEW, THAT:

Section 1: Section 12.44.010 of the Code of the Town of Mountain View, Wyoming is created to read as follows:

No person shall make any excavation or dig any hole, drain or ditch in any street, sidewalk or thoroughfare within the Town, without first posting a bond in the amount of the estimated cost of repairs to the street, sidewalk or thoroughfare as determined by the Town. The bond shall be of a form to be approved by the Town attorney and Town council. Each bond shall be filed with the Town clerk and shall be conditioned upon the completion of all necessary repairs to the street, sidewalk or thoroughfare.
