TOWN COUNCIL MEETING MINUTES

September 3, 2024 at 7:00 PM

Council President, Jamy Ferrin led the Pledge of Allegiance.

The September 3, 2024 Mountain View Town Council meeting was called to order at 7:00 pm by Council President, Jamy Ferrin. Those present were, council members, Tori Carter, and Jenny Harvey, Clerk, Penny Robbins, Deputy Clerk, Tammy Murray, Public Works Director, Jacob Porter, Police Officer, Mark Erramouspe and Attorney, Brandon Taylor.

Motion by Tori Carter, second by Jenny Harvey to approve the agenda, motion carried.

Motion by Jenny Harvey, second by Tori Carter to approve the August 22, 2024 meeting minutes; motion carried.

Motion by Tori Carter, second by Jenny Harvey to authorize the town clerk to sign the contract with Uinta County Recycling in the amount of $1250.00, motion carried.

Motion by Tori Carter, second by Jenny Harvey to approve the following bills;

motion carried.

There being no other council business, Council President, Jamy Ferrin adjourned the meeting at 7:01pm.

REQUEST FOR PROPOSAL

The Uinta County Library-Evanston is requesting price proposals for the replacement of the floor and wall tiling in seven (7) restrooms. The project consists of the removal of the existing floor and wall tile and replacing it with Castille Chateaux Gris Matte Porcelain and Castille Selah White Ceramic Tile. The contractor will be responsible for measuring and quantifying the square footage for the project. Contractors are welcome to schedule a time to visit the site for measurements if needed outside of the pre-proposal visit. Required timeline is as follows:

Comprehensive Economic Development Plan

Introduction:

The Town of Mountain View (the “Town” or “Mountain View”) is requesting proposals from qualified persons and entities to develop an Economic Development Comprehensive Master Plan. 

Background:

The Town of Mountain View is a small, but vibrant, rural community located in the southwest part of Wyoming.  The population is approximately 1,200, based on the 2020 Census.  Mountain View is located about 7 miles south of Interstate 80.  Mountain View sees visitor from all over the United States as it serves as a main thoroughfare to the Flaming Gorge and the Uinta Mountains.  Mountain View is located near several southwest Wyoming trona mines which serve as a major employer.  TerraPower has recently broken ground on a new nuclear plant around 40 miles north of the Town. With this addition and the current expansions of the trona mines and gas plants, the community anticipates significant impact and changes to the community and desires to be prepared for the impending economic growth.

Scope of Work:

The following is a general outline that is offered to describe the general extent of services to be provided by the consultant.  The outline is not necessarily all-inclusive.

Comprehensive economic development plan including:

• Economic development;

• Development of community vision and goals;

• Analysis of the following:

o Constraints and strengths of the community;

o Overall community character, visual appeal, and recommendations;

o Housing constraints (locally & regionally) and a housing needs assessment for future growth:

o Zoning & planning constraints within the town;

o Ordinances and procedures and provide recommendations for best practices;

o Business opportunities and potential best uses of business development, job creation, and workplace needs;

o Areas for potential growth, including specific industries;

o Growth and Land use – Utilize the existing land use data to determine future annexations possibilities, the need for residential subdivision and neighborhoods, as well as commercial, retail, and industrial development;

o Resource inventory – Including updating population, construction, and employment trends and inventories for the community as well as parks and recreation, streets, and utilities which includes water & sewer;

o Infrastructure and infrastructure recommendations;

o Natural and cultural resources – availability & uses;

o Public facilities and services;

o Transportation – understanding and analyzing the needs of the community, make recommendations;

• Creation of an action plan/implementation plan to help determine next steps and estimates of project funding necessary

• Build a framework for the community to establish and achieve goals;

• Other topic areas as deemed appropriate by the consultant and/or economic development plan committee

While this is a comprehensive economic development plan for the Town of Mountain View, we would like to have a regional focus on the economic development activities and partnerships in the region to help coordinate efforts and lead the surrounding communities in planning for future growth and change.

Partnerships: 

Because this is a comprehensive economic development plan, and takes into consideration the entire region, participation in the process should be wide-spread.  We anticipate Town Mayor, Council and staff involvement as well as community input, partner input (i.e. Chambers, school district, businesses) and regional input to be included in the plan.

Proposals:

The proposal shall include:

• The firm’s approach to the project

• Experience with similar projects

• Timeline for completion of the work

• Minimum of (2) references for similar projects

• Cost estimates and billing rates

The proposal shall be signed by an official authorized to bind the company. The proposal shall be a firm offer open for a ninety (90) day period from the date the Town opens the proposal.  The proposal shall also provide the following information: name, title, address, telephone number, and email address of the individual(s) with authority to contractually bind the company and also who may be contacted during the period of proposal evaluation for the purpose of clarifying submitted information.

The Town reserves the right to reject any or all proposals, to waive any nonmaterial irregularities or information in any RFP and to accept or reject any item or combination of items. The Town’s bid process is subject to Wyoming law and will be completed in accordance to the same.

Proposal Submission:

All responses to the RFP must be received in a sealed envelope and clearly marked “TOWN OF MOUNTAIN VIEW ECONOMIC DEVELOPMENT MASTER PLAN” by October 15, 2024 to be eligible for consideration.
