TOWN OF LYMAN Meeting Minutes

held October 7, 2024

Held at Lyman Town Hall, Council Chambers

The meeting was called to order by Mayor Hooton (via Zoom), present was Councilmember’s Eric Quinney, Bronson Berg and Gregg Moretti.

Councilman Berg made a motion to approve the agenda as amended, second by Councilman Quinney, motion carried unanimously.

Councilman Moretti made a motion to approve the minutes of the September 16, 2024, Business Meeting and Work Session, second by Councilman Berg, motion carried unanimously.

The first item on the agenda was Travis and Kiesha Ayres appealing a Planning and Zoning denial.  In a previous P&Z meeting a variance for a shop on a lot without a main structure for Travis and Keisha Ayres was denied.  Keisha stated that they are planning on building a home on this lot next Spring, at this time they are just waiting for their plans of the home to be finished. Eric expressed his concerns about overturning the decision that P & Z had made, he also has concerns of being burned as the town has been in the past on allowing an accessory building on a lot without a main structure.  Councilmen Berg and Quinney voted to grant the variance, Councilman Moretti voted against granting the variance, at this point the variance was granted to the Ayres.

Councilman Quinney made a motion to approve the Alcohol Beverage Permit for Linda Littell on January 25, 2025 @ Heritage Barn, second by Councilman Moretti, motion carried unanimously.

Resolution # 2024-21 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LYMAN AUTHORIZING THE BRIDGER VALLEY JOINT POWERS BOARD TO CONNECT WATER LINES FOR THE BV ESTATES SUBDIVISION Councilman Moretti made a motion to table Resolution # 2024-19 second by Councilman Quinney, motion carried unanimously.  Angie Condor informed the council that the Subdivision will be know as the Legacy Estates.

Councilman Quinney made a motion to pay the following bills: Airgas – cylinder rental $72.94, Alsco – janitorial supplies $404.72, Axon Enterprise – body camera license $159.69, Biolynceus – probiotic scrubber $2,896.97, BCBS – insurance $12,440.13, Carrier – HVAC work $10,679.00, BVJP – water purchased $37,492.43, Chemtech-Ford – samples $300.00, Covolo-Auto Farm Service – monthly charges $3,125.96, Cook Brother Broadcasting – advertising $210.00, D3UC – telephone service $337.02, Dearborn – insurance $100.88, E. Councilman Moretti made a motion to go into Executive Session for contract negotiation, second by Councilman Berg, motion carried unanimously. 

Councilman Berg made a motion to return to the Business Meeting, second by Councilman Quinney, motion carried unanimously. 

Councilman Quinney made a motion to approve updated attorney contract with the monthly amount being $4,250.00, second by Councilman Moretti, motion carried unanimously.

Councilman Moretti made a motion to adjourn the meeting, second by Councilman Berg, motion carried unanimously.

Council President, Jamy Ferrin led the Pledge of Allegiance.

The October 2, 2024 Mountain View Town Council meeting was called to order at 7:00 pm by Council President, Jamy Ferrin. Those present were, council members, Jamy Ferrin, Tori Carter, Kelly Bonner and Jenny Harvey, Clerk, Penny Robbins, and Public Works Director, Jacob Porter, Attorney, Brandon Taylor attended via zoom.

Motion by Tori Carter, second by Jenny Harvey to approve the agenda, motion carried.

Motion by Kelly Bonner, second by Tori Carder to approve the September 17, 2024 meeting minutes, motion carried.

Motion by Tori Carter, second by Kelly Bonner to authorize Council President, Jamy Ferrin to sign the MOU for Industrial Siting Dry Creek Trona Project, motion carried.

Motion by Tori Carter, second by Jenny Harvey to approve Ordinance 2024-04 Revisions to Dispensing Rooms, on first reading, motion carried.

Motion by Jenny Harvey, second by Kelly Bonner to accept the insurance proposal from Tegelar and Associates, motion carried.

Motion by Tori Carter, second by Jenny Harvey to accept roof bid for the food bank from 307 Flooring and More in the amount of $16493.08, motion carried.

Motion by Kelly Bonner, second by Jenny Harvey to approve the service agreement with Uinta Senior Citizens in the amount of $1250.00 for FY 24/25, motion carried.

REQUEST FOR BIDS

Notice is hereby given that the Uinta County Conservation District (UCCD) is accepting bids for a Bear River Restoration Project to improve stream stability and reduce erosion and sediment loading in the Bear River.  The project involves stabilizing approximately 4,275 feet of the Bear River with natural channel design restoration techniques. The major portion of the work is installing 1,600 feet of toe-wood using materials that have been delivered to the site.  The project is located in Township 15N, Range 120W, Sections 8 and 17 north of the City of Evanston in southwest Wyoming.  Sealed bids will be accepted until 12:00 pm on Monday, November 18th, 2024, by the Uinta County Conservation District, 204 East Sage Street, P.O. Box 370, Lyman, WY 82937.  A mandatory pre-bid walk is scheduled for Wednesday, November 6th at 10:00 am.  To obtain a bid packet with more detailed information regarding this request for bids, contact Kerri Sabey at the Uinta County Conservation District office at 307-288-0214 or ksabey.uccd@gmail.com.  Bids may be submitted through mail, email, or brought to the UCCD office.
