The meeting was called to order by Mayor Hooton, present was Councilmember’s Eric Quinney, Bronson Berg, Jimmy Bramlett and Gregg Moretti.

Councilman Moretti made a motion to approve the agenda as amended, second by Councilman Quinney, motion carried unanimously.
Councilman Berg made a motion to approve the minutes of the October 7, 2024, Business Meeting and Work Session, second by Councilman Quinney, motion carried unanimously.
Resolution # 2024-21 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LYMAN AUTHORIZING THE BRIDGER VALLEY JOINT POWERS BOARD TO CONNECT WATER LINES FOR THE LEGACY ESTATES SUBDIVISION Councilman Berg made a motion to take Resolution # 2024-19 off the table, second by Councilman Quinney, motion carried unanimously, Councilman Quinney made a motion to approve Resolution # 2024-21 with the amendment that the town shall impose connection and impact fees totaling $31,200.00. Mike Voss stated, how can the system accommodate all the new subdivisions added to the water system? Mr. Voss was informed by engineer Gareth Powell that the BJVP plant is only running at ½ of its total capacity, these new connections will not impact the system.
Resolution #2024-22 A RESOLUTION APPROVING A BID FOR THE GENERAL CONTRACTOR FOR THE ELEVATED LIVING FACILITY AND ALLOW CONTRACT TO BE ENTERED AND EXECUTED Councilman Berg made a motion to approve Resolution #2024-22, second by Councilman Bramlett, motion carried unanimously.
Councilman Moretti made a motion to approve the Alcohol Beverage Permit for Jacob Beverly and Alexas Hinkle @ Heritage Barn, second by Councilman Quinney, motion carried unanimously

PUBLIC NOTICE - CALL FOR BIDS
Uinta County School District No. Four of Mountain View, Wyoming is requesting sealed bid proposals for a replacement of the Mountain View K-8 roof. Specifications will be available at the mandatory site visit. The bid is to be awarded under a single Contract with single source responsibility. Project completion date is estimated to be August 15, 2025.
A mandatory, pre-bid site walk-through will be held at the Mountain View K-8 building on 3100 County Road 241, Mountain View, WY 82939 on November 13, 2024, beginning at 10:00 a.m. This walk-through will be mandatory for all prime bidders wishing to have their bid considered for the work.
The successful bidder shall provide a 10% Bid Bond (or equivalent security). Preference will be given to Wyoming Contractors as defined by Wyoming Statutes Section 16-6-101, et seq. Pursuant to Wyoming State Statute 16-6-104 and 16-6-106 preference is hereby given to materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside the State. The bidder is additionally required to comply with all applicable local, state, and federal laws.
The Owner reserves the privilege of rejecting any or all bid proposals, or waiving any irregularities or formalities in any bid proposal in the bidding. Submit written bid proposals to: Jeff Newton, Superintendent, Uinta County School District No. 4, 129 W Second St, Mountain View, WY 82939. Sealed bid proposals shall be marked as specified in the bidding specifications on the outside of the envelope. Proposals must be received by the District Central Office no later than November 29, 2024, at 1:00 p.m. Proposals will not be accepted after this date and time.

PUBLIC NOTICE
The Town of Lyman is looking to lease, for agricultural purposes only, property consisting of approximately 1 acre at the east end of East Owen Street. This lease will begin January 1, 2025 and would be renewable annually pursuant terms of an agreement available for review at Lyman Town Hall. The lease also requires the lessee to construct a fence with materials and specification provided by the Town of Lyman on the east and south boundaries of the lot. All bids shall be sealed and are due at the Lyman Town Clerk’s Office 100 E Sage Street no later than November 27, 2024. The town reserves the right to reject any and all bidders.
