Minutes of the Business Meeting

held March 4, 2024

at Lyman Town Hall, Council Chambers

The meeting was called to order by Mayor Pro-Tem Quinney, present was Councilmember’s Bronson Berg, Jimmy Bramlett, and Gregg Moretti.  Mayor Hooton was present via Zoom.

Councilman Moretti made a motion to approve the agenda as amended, second by Councilman Berg, motion carried unanimously.

Councilman Bramlett made a motion to approve the minutes of the February 15, 2024, Business Meeting and Work Session, second by Councilman Moretti, motion carried unanimously.

Resolution # 2024-08 A RESOLUTION APPROVING A BID FOR THE LYMAN FINE BUBBLER AERATION BUILDING AND ALLOW CONTRACT TO BE ENTERED AND EXECUTED Councilman Berg made a motion to approve Resolution # 2024-08, second by Councilman Bramlett, motion carried unanimously.

Councilman Bramlett made a motion to approve the Beverage Catering Permit for Tyler Condor and Angie Giorgis at the Heritage Barn August 10, 2024, second by Councilman Moretti, motion carried unanimously.

Councilman Moretti made a motion to authorize the mayor to approve a used vehicle for the Public Works maximum amount $40,000.00, second by Councilman Bramlett, motion carried unanimously.

Councilman Berg made a motion to conditionally accept the proposed Architectural and Engineering proposal and authorize the mayor to execute all documents necessary to enter into a contract agreement with JZW Architects, second by Councilman Moretti, motion carried unanimously.

PUBLIC NOTICE

OF VOLUNTARY CLEANUP

Pursuant to W.S. § 35-11-1604, notice is hereby given that the Wyoming Department of Environmental Quality (DEQ) has accepted Fast Stop Stores, LLC for participation in the Voluntary Remediation Program (VRP).  The property entered into the program as Fast Stop Store #1130, located at 2797 County Road 231in Lyman, Wyoming.  The VRP was established to provide a safe and efficient method for cleaning up contaminated sites and putting them back into productive use.

DEQ has determined that this site is eligible for participation in the VRP.  Eligibility is based on criteria in W.S. § 35-11-1602. Based on existing site characterization information, the oil-water separator has potential hydrocarbons contamination present in soil and groundwater at the site.

As provided in W.S. § 35-11-1604, any interested party may request development of a public participation plan by Fast Stop Stores, LLC for the site.  If the Director of the DEQ determines that there is significant public interest, then Fast Stop Stores will be required to develop and implement a public participation plan subject to approval by the Director. If you would like to request development of a public participation plan, you must do so no later than April 12, 2024, by sending a written request to: Suzanne Engels, Administrator, Solid and Hazardous Waste Division, DEQ, 200 West 17th Street, 2nd Floor, Cheyenne, Wyoming, 82002.
