AN ORDINANCE AMENDING THE OFF-STREET PARKING SPACES REQUIRED FOR BUILDINGS CONSTRUCTED WITHIN THE TOWN OF LYMAN

WHEREAS, current Town Ordinances set out off-street parking requirements for buildings within the Town, and;

WHEREAS, the number of spaces necessaiy must be amended.

NOW THEREFORE BE IT ORDAINED BY THE GOVERNING BODY OF THE TOWN OF LYMAN, UINTA COUNTY, WYOMING THAT THE TOWN CODE SHOULD BE MODIFIED IN THE FOLLOWING WAY:

12-8-3: NUMBER OF SPACES:

A. Minimum requirements for parking spaces are indicated in the following table:

Building Requirement

Boarding house or 2 per guest bedroom plus 1 per resident or manager

lodging house, tourist

home

Business development, 1 per 350 square feet of gross floor space

retail store, shop, bank

Medical or dental office 1 per 200 square feet of gross

Offices and office 1 per 350 square feet of gross floor space

buildings

Professional office in a 1 per 200 square feet of gross floor space used for 

residential building such office

Public library 1 per 350 square feet of gross floor space

Restaurants, bars, 1 per 3.5 seats or 1 per 100 feet of gross floor space

cafes, deli - excluding kitchen & storage whichever is greater

Group Care Facility 1 per 2 bedrooms plus 1 per employee per shift,

or 2 per 3 employees per shift, whichever is greater

Child Care Center 1 per on-duty staff per shift and 1 per 6 children

Hotel, Minor & Major1 per room or suite, and 1 space for per 200; square feet of separately leasable commercial space

Automobile Sale/Rentals 1 per vehicle plus one space per employee

Retail & Service, 5 per 1,000 square feet of net leasable floor area

Auto Related and Gas

Stations

Light Industrial and 1 per every 2 employees in the largest shift plus Wholesale 1 space for each vehicle used in conducting the establishments business and wholesale, storage uses at 1 per 1,000 square feet of floor area and light manufac turing at 2.5 per 1,00 square feet of floor area

Indoor Entertainment 1 per 4 or 5 spaces per 1,000 square feet area

depending on the type of facility

Church 1 per 3.5 fixed seats or 1 per each 7 feet of linear pew,

whichever is greater

Duplex or Triplex Dwelling 2 per dwelling unit

Multi-Unit Dwelling Not greater than 1,000 square feet - 1 per dwelling

Greater than 1,000 square feet, less than 2,000 square

feet - 1.5 per dwelling unit

2,000 quare feet and over 2 per dwelling unit

Elementary and 1 per 1/2 classroom (in addition to parking space

junior high school required for auditorium)

Senior high school 1 per 1/4 classroom (in addition to parking spaces

required for auditorium)

B. Americans with Disabilities Act Compliance.

All off-street parking areas must comply with the Americans with Disabilities Act Accessible Parking Spaces regulations. Each parking area must have a minimum of one marked accessible ADA compliant space for every twenty-five (25) parking spaces, with a minimum of one such space. These spaces must be located on the shortest accessible route to the accessible entrance. An accessible route is the path a person with a disability takes to enter and move through a building or facility. Accessible parking spaces must have access aisles. Access aisles provide a designated area for people who use wheelchairs or other mobility devices to get in and out of their car or van.

ADVERTISEMENT FOR BIDS

Uinta County School District #4 is soliciting sealed bids for Upgrades to our current Bogen Nyquist Internal Bell System. The project includes installation of the 125-station equipment and re-use of existing speakers, volume controls and cabling. Also included is testing, labor and installation of the system and re-use of the existing equipment cabinet. Bids must be received at Uinta County School District# 4, 129 W. Second Street, PO Box 130, Mountain View, Wyoming 82939, by 11:00 AM Mountain Standard Time on May 5, 2025.

A mandatory bid walk-through is scheduled for April 28, 2025, at 1:00 PM at the K-8 school building located at 3100 County Road 241 in Mountain View, Wyoming. If unavailable during this time, Bidder should contact Luke Meeks at meeksl@uinta4 prior to April 28th to make alternate arrangements. Preference shall be given to Wyoming contractors, subcontractors, laborers, workmen and mechanics in accordance with W.S. 16-6-102; except when Wyoming residents are not available or qualified to perform the work involved. The meeting was called to order by Mayor Hooton, present were Councilmember’s Jimmy Bramlett, Dani Wilbur, Bronson Berg and Gregg Moretti.

Councilman Berg made a motion to approve the agenda as amended, second by Councilman Bramlett, motion carried unanimously.

Councilman Moretti made a motion to approve the minutes of the March 3, 2025, Business Meeting and Work Session, second by Councilwoman Wilbur, motion carried unanimously.

Ordinance No. 2025-01 AN ORDINANCE AMENDING THE OFF-STREET PARKING SPACES REQUIRED FOR BUILDING CONSTRUCTED WITHIN THE TOWN OF LYMAN  Councilman Berg made a motion to approve Ordinance No. 2025-01  with the amendment of adding handicap parking as a requirement, on the 2nd reading reading, second by Councilman Moretti, motion carried unanimously.

Resolution # 2025-07 APPROVING THE FINAL PLAT FOR THE WESTERN BUILDERS ADDITION NO. 2 LOCATED WITHIN THE TOWN OF LYMAN, UINTA COUNTY, WYOMING Councilman Bramlett made a motion to approve Resolution #2025-07, second by Councilman Berg, motion carried unanimously.

Councilman Moretti made a motion to approve PO # 2025-05 for Codale Electric in the amount of $18,173.94 + shipping, second by Councilman Berg, motion carried unanimously.

Invitation to submit proposals

Uinta County is seeking proposals for removal of top seals, cleaning of old sealant, cleaning of glass panels, installation of new sealant, and top seals to the glass atrium at the county complex located at 225 9th street in Evanston, Wyoming

This project will require an on-site inspection prior to proposal submission, pre-submittal meeting will be held at the above location on April 25th, 2025 at 10am. Project specifications will be released at that time. Contractor must comply with the Wyoming Preference Act; carry required insurance, and all city and state licenses.

Proposals need to include schedule and completion time to based on a purchase ok given by 5/7/2025.

All proposals must be submitted by 5/2/2025 before 5 pm at county clerks office to be considered, county will review all proposals at 9am on April 5th, 2025 at Uinta County Courthouse maintenance department
