Bridger Valley Water Conservancy District (BVWCD) Title Transfer Opportunity to Review the Draft Title Transfer Agreement
Mountain View, Uinta County, Wyoming – The Bureau of Reclamation (Reclamation), working with the Bridger Valley Water Conservancy District (District), is providing the public with the opportunity to review the negotiated draft of the title transfer agreement for 30 days beginning August 6, 2025. The draft title transfer agreement can be found at
https://www.usbr.gov/uc/provo/
Through development of the Lyman Project, authorized as a participating project in the Colorado River Storage Project ACT (CRSP) on April 11, 1956, the United States holds title to the 3.132-acre Lyman Construction Camp. Reclamation purchased 8-acres of land in Mountain View, Wyoming in 1964, and improved the ground to be utilized as a construction camp (aka Lyman Construction Camp, Government Camp, or Reclamation Camp), which included housing for workers, a field office, washhouse, storage buildings, and a field laboratory to support construction of the Project. In 1986 Reclamation contracted with the General Services Administration (GSA) to dispose of 5-acres of the construction camp, which was sold to the Uinta County School District. The remaining 3.132-acres was retained for Project purposes, at the request of the District. The District’s main office is currently located on the property. Reclamation continues to hold title to the Project land and facilities, including the 3.132-acres located in Uinta County, Wyoming. The transfer of title will include the District’s main office, associated facilities and 3.132 acres of fee title land, and all related utilities to include wells and water rights. Water rights appropriated under Wyoming state law for the benefit of the construction camp include water right numbers: UW1631 (12.5 gpm for domestic and lawn watering), UW1700 (15 gpm for domestic and lawn watering), and UW1701 (100 gpm for fire suppression). The mineral rights will remain an interest of the United States
The Lyman Project Safety of Dams contract is expected to be repaid in 2035. The Lyman Project will receive approximately $23.7M in 2035 to complete the irrigation repayment from the CRSPA Basin Fund, and Municipal & Industrial in 2040. Transfer of title of the 3.132-acres and accompanying buildings will not affect the repayment of any existing Reclamation contracts with the District. The District will make an advance payment of the remaining costs associated with the Lyman Construction Camp to ensure the United States stays financially “whole” as a result of title transfer.
The District was duly organized under the Water Conservancy Act of the State of Wyoming and contracted with Reclamation in 1964 to provide operations and maintenance for the Project.
