TOWN OF LYMAN Meeting Minutes
July 7, 2025
Held at Lyman Town Hall, Council Chambers
The meeting was called to order by Mayor Hooton, present were Councilmember’s Jimmy Bramlett, Dani Wilbur, Bronson Berg and Gregg Moretti.
Clerk Lisa Bradshaw
Police Chief Thomas Shroyer
Public Works Director Jared Crane
Councilman Moretti made a motion to approve the agenda as amended, second by Councilman Bramlett, motion carried unanimously.
Councilwoman Wilbur made a motion to approve the minutes of the June 16, 2025, Business Meeting and Work Session, second by Councilman Berg, motion carried unanimously.
Councilman Moretti made a motion to approve the minutes of the July 3, 2025 Emergency Meeting, second by Councilman Berg, motion carried unanimously.
Mayor Hooton opened the public hearing for Ordinance No. 2025-04
• Mikel Voss 209 Aspen Court- Mike was at the meeting last year when this was discussed, why has the town waited so long to put something in effect. Mikel also stated that he doesn’t think that the Chief of Police should have the authority to make this decision it should be at least 2 designated authorities.
• Ben Kemp 409 W Clark – This is a judgment call, and we need to trust out authorities. What designates deeming a threat? There are guidelines that OSHA and MSHA go by, are these the same guidelines that would be followed? Everyone’s safety level is different level. He is in favor of this ordinance if the language changes
• Garett Condos 204 Connors Way – What are you considering as an event? He doesn’t think one man should have the power to shut an event down. Garett agreed with Mr. Kemp that everyone’s safety is at a different level “I may be willing to take more of a risk than someone else” entities that host events should have their own policies and if they are not following their own rules putting people at risk, there should be consequences as in possible not able to come back another time.
• McKinna Condos 204 Connors Way – Not in favor that someone has the authority to shut down an event on her own private property, she would like it to be worded as on public property only. She feels like there are already enough well- written ordinances in place to cover this.
• Lisa Reis 502 W Clark – Lisa just wanted to reiterate what Chief Shroyer had stated earlier about LGLP not covering the town if an ordinance is not in place. Chief Shroyer commented that yes, he had spoken with LGLP and right now he has the duty to warn but not the duty to act, the town should have a permit or ordinance in place to lower the risk of being sued, as it stands now he would not be liable but all of you (meaning the council) would be.
• Justin Bradshw 121 W Owen – The Sherrif Department, Police Department, and Fire Department all have enough power now that if they see something in the environment, they could stop the event.
Public Hearing was closed.
